Would I like to see some proverbial heads roll as the result of waterboarding torture? Sure. But is this the way to do it?
No.
Rewrite the laws, make a comprehensive list that specifies lots of "popular" tortures used by agents and governments around the world and at the DOJ use internal disciplinary actions for "extremely poor judgment" cleaning house in the legal counsel's office and follow it on down to the sources. At the same time spin some good PR about the new laws and don't trash America, pleasing our enemies, with a political witchhunt.
It's quite obvious that many of these folks felt that if they had a mass-murderer in their hands they wouldn't feel too guilty about various techniques used to extract information.
Such a technique is wholly unreliable anyway. Anyone would say anything and make up whatever to stop it.
3 times is 3 times too many, but there are right ways and wrong ways to see that there is no 4th time.
