You might agree, its not best policy to advertise the true performance envelope of a weapon system.
I tend to believe the military forces of all nations follow this doctrine.
Perhaps the SM-3 has capability beyond that advertised.
I think they just want to shred it at, or soon after re-entry interface, so all the little bits burn up nicely.
