The price tag isn't unreasonable...
Look up the price of a Boeing 777.
When production runs are small and the technology is cutting edge, the fixed cost portion of the total cost is going to make the "per plane" cost appear extreme.
I doubt you could build 21 B-52s for much less assuming you had to re-invent it from scratch (engineering, tooling, government red-tape, and all).
