The question is whether or not there is any liquid water on Mars. We do know that there is plenty of ice there. Hopefully, Phoenix finds ice mixed with the soild beneath the surface, but no one associated with the mission would expect to find any liquid water whatsoever there, particularly at that latitude on Mars.
