Capitalism is the cover. What the US government does is generate money to funnel to the wealthy, be it corporations and wealthy individuals. That's socialism for them. Subsidies, bailouts, favorable loans, purchases. Google "Halliburton" and/or "Blackwater" to see how it works.

However, the small guy is on his own.
