Your first link is interesting in that Cubans have not had the right to commute to make a living. No Cuban has been allowed out of their province to make to relocate, live, make a living. So, that one is interesting.
From your second link:
"I can't afford to go to the hotels," she said. "But I think it's good anyway. I have the right to go, and I feel the same as the tourists who come here."
- so she should. The other interesting thing is that only high ranking and high paying officials/people will be able to afford such luxuries.
Just something to think about.
