New solar power legislation in California

Electricity generated by a solar roof cuts a homeowner's utility bill, but some of those folks are upset when they learn that the best they can do is end up with a $0 bill, no matter how much power they produce.
That could be about to change.
I thought it was already policy here to be able to make money on feeding power back into the grid. This was the first I'd heard there was a silly limit like this in place, and I'm glad they're getting rid of it.
