We have only one data point, on Earth, it took 500 million years to go from microbe to Man. But single-celled life appeared almost as soon as the earth cooled off, probably over 3 billion years ago. Unless there is something special about Earth, this means many planets will have life, but only the ones that lasted for several billion years will have multicellular life. Intelligence I don't even want to speculate about.
