I believe it is because none of those probes orbiting the Moon had the resolution to see those Apollo items.
I think that is about to change.
The proof that we landed on the Moon is there, for those willing to look at it. There is a library full of data that was brought back. There are moon-rocks that are nothing like rocks on the Earth. There are the mirrors left behind that anyone could shoot a laser at- with the right equipment. There also the fact that the USSR was monitoring our signals coming from the Moon. They would have said something had the signals come from elsewhere.
