Just because you don't believe in evolution doesn't mean you're going to be able to short circuit millions of years of it by programs and public information campaigns. Abstinence can only be enforced through violence or the threat of violence.

The kids know perfectly well that when we were their age we felt exactly the same way about it that they do now. Our hypocrisy is apparent. THEY know WE want THEM to give up sex because it is an inconvenience to US. I know I had figured that formula out by the time I reached puberty.

We should give up on trying to impose abstinence (hell, we can't even impose a healthy diet!) and instead concentrate on mitigating the negative results of the lack of abstinence. We educate them on what is best for them and teach them how to go about doing it. And if only enforced abstinence will help, then we do it honestly and above-board, the way the religious fanatics do it: with punishment.
