No sense of proportion
even IF* the event you describe was an accurate prediction of an impending quake, the forecast has no value. There are literally thousands of minor quakes. A warning before each one would exhaust people's ability to respond and they would eventually ignore all warnings, or have their whole economic and social lives paralysed.
* In practice, AFTER a quake occurs, people look back and "explain" odd events of the previous few days as "quake-related". Generally, if you ask people to FORECAST these things there is no valid relationship.
