That statement is specifically against the theory of how polygonal ground is created.
This theory and the observations to confirm it involve freeze-thaw cycling with liquid water required during the thaw cycle.
Now if you want to propose a theory where this can happen with only sublimation, that's fine. But you'll have to do some experiments to prove that this mechanism can also work.
