re: The California election nobody cares about is today

In my district they estimated such a low turnout that they aren't operating any polling stations, and sent everybody a mail-in ballot instead.

It's my first experience with mail-in, and the results were ironic: I forgot to fill it out and mail it in. Ironic, because I go out of my way to travel to polling places, even in minor elections, just because I enjoy the ritual. I'd say that mail-in ballots encourage turnout among the lazy, and slightly discourages it among the enthusiastic.

Not that there were, for me, any burning issues. Props 98/99 are a choice of lesser evils, with 98 including a nasty hook abolishing rent control only tangentially related to eminent doman (but yeah, I undrstand how people look at unregulated rents as a matter of property rights; this is a case of balancing property rights against public good. The servants of the wealthy have to live somewhere...). I might've gone for 99 if I'd voted, though I'm uneasy about whether it too contains hidden barbs.
