Let me see if I've got this straight. You invade another country and then you go around terrorizing the people there who have the audacity of opposing you. It didn't work very well for the Nazis in occupied Europe.
Actually, this technique has one major advantage. You don't need real terrorists for it to work. Any 50 clowns picked at random off the street will do just as well. Whether it will have the effect you desire is something else again.
