Guys like Salazar are bought off.
Literally, his worth is probably less than ten grand per vote. It would be interesting to investigate his finances and what financial groups are using him to thwart US energy independence.
Of course he might not be corrupt just and could just be an idiot of the highest magnitude.
More likely than not, he is both.
