Sheesh. You put commas around something like that and it becomes a QUALIFYING clause. In this case, it means that to be Prez, you gotta be born AFTER the Constitution was ratified or were living here as a citizen at the TIME of ratification. Otherwise, we wouldn't have had a President until the country was 35 years old since Washington, Adams, Jefferson, none of them would have been eligible.
