Last time I looked we still had almost 100,000 troops stationed in Europe. About 1,500 of them in Belgium, come to that. Are you feeling "occupied?" Before the end of the Cold War (around the end of the 80s) we had twice as many U.S. troops in Europe than there are right now in Iraq. Were you feeling "occupied" back then?
The Iraqi Army is coming into its own, although we're going to be supporting them to some extent for quite a while. Eventually, some deal will be worked out between Iraq and the U.S. on troops stationed in Iraq over a longer term. Eventually, most of the Coalition troops will go home, and those that don't aren't going to be dealing with a lot of continued combat any more, although I imagine there will still be occasional terror attacks on U.S. facilities, something we don't deal with in Europe.
I don't think the miserable defeat our enemies have been hoping for is going to happen. As for what does happen, we'll see.

Depends on what you mean by "leave."
