By turning muslim neighborhoods into a police state you will:
1) Do a MUCH better job of radicalizing american muslims than ISIS could even dream of.
2) Thereby creating a problem where one didn't exist, all for the sake of making stupid people feel safe.
3) Turn our American ideals into a farce.

Cruz knows all this, and knows it is counterproductive, and not practical... he is proposing it because it will make morons feel better. It will let bigots feel better- and these 2 groups make up the base of the republican electorate.
