Sometimes a whistle is just a whistle
This is fascinating stuff, including the theorizing, but it's also possible that these things were simply sold as noisy souvenirs to the audience during ceremonies (like noisemakers at a soccer game), and that much of the theorized complexity is due to the skills and musical talent of the scientist more than the ancients.
