re: A conspiracy of cartographers
Regulations are important, obviously, but what we now have is a culture of obeisance to regulation in the absence of any commonsense. There is no process of critical analysis in the application of rules, and this is the big problem. No one has the authority to examine situations case by case and say, yes the rules must apply here, or no, this is an exception.
No one reviews the regulations to ask, did this work the way it was supposed, do the thing we wanted it to do, is it still relevant?
