The holdout Democrats are clinging to the talking point that the oil companies are not drilling simultaneously on every lease they hold, with the companies insisting for some reason on drilling first in areas more likely to have oil.

The Democrats hope their constituents have no frigging clue what an oil lease actually is, how it's paid for, where the money goes, or what will happen to that money if the leases are taken back. They also hope their constituents will never bother to match the extent of the leased land with that of the resources being held back from production by Democrats.

The "reconstitute the ban on the export of American oil" bit is also a red herring. You'd be amazed at how many people still think Alaskan oil is mostly being exported. It isn't.
