In my view.

We need to build a robust and dependable HLLV and scrap the "twig" all together. With the Jupiter 232 (or a more powerful derivative) we could easily build up the Earth/Moon system infrastructure, then begin building true spaceships that stay in space and dock at a large orbiting dock for maintenance and servicing. The Jupiter 232 would allow for the creation and use of durable goods in space. Disposable equipment isn't viable for expanding out into space.
