My guess
Is that whoeve gets in is going with Direct, will devevlop manned craft for the EELVs, will suppport SpaceX,continue shuttle flights until the new system is in place.
Since Democrats and Republicans agree, then after the election Girffin will be gone, NASA will change direction to a more rational and affordable path away from the shuttle.
It's also likely that the George Brown Jnr ammendment will also be carried out by the next NASA Administrator.
But's that just a guess
