Take the shuttle stack, move the engines under the ET and stress it so that it can carry payloads either on top or piggybacked. Build the CEV to carry astronauts to orbit and the Moon. Then design a 2nd generation shuttle, utilizing the lessons learned from STS and Buran, to build up our Earth orbit space infrastructure.
