Johannes: "Is there any season why the moon would not have ice?"

No, but we can't just assume that it is there because we got readings indicating an abundance of hydrogen. It would be nice if it was ice, but hydrogen is in a lot of stuff, and it might represent something like methane (CH4). Additionally, the resource-use guys would really like to know if it is, for example, found as sheets of frozen H2O, or is it mixed into the regolith like frozen concrete? It makes a big difference in what kinds of equipment to bring with you, and you don't get to bring much.

As alcaray notes, comets do pass by, and lithobrake on the Moon at any number of latitudes relative to the Moon, and IIRC, there's a bias in out-of-plane (i.e. higher latitude) objects towards cometary bodies. Don't quote me on that though, I don't have tome to go look it up in the Lunar Library.
