Absolute values should be used, not percentages
Because when you use those numbers in a ratio, like "resource wealth per person", you can't start with a percent.
Two populations:
1. A million people grows by 1 percent = 10,000 people per year.
2. A thousand people grows by 1 percent = 10 people per year.
The higher the population to start with, the larger the problem. Just because the percent growth is the same, doesn't make them equal. That's why I indicate an absolute fixed number of birthing credits should be issued each year. It would not be defeated by the use of percentage statistics.
