I was teasing a bit. I agree with what you're saying for the most part. Developing and maintaining basic infrastructure is a good idea and the primary purpose of government whether it be local, state, or federal. If I were mayor of a small town, a sewage system would rank a bit higher than a park and sports complex, but who knows what the local politics are in that area.
