re: So she's against it except when she's for it.

"Sort of like that bridge to nowhere thing.

Do you mind telling me how one can discuss the proper use of condoms without being explicit? "

This isn't as hard to understand as you seem to think it is.
"explicit" having to do with condom use wasn't what Palin was discussing.
So, why do you ask this?

In general I would say:
My impression of Palin views in this matter [of the little I have heard] is she favors State/Fed programs that tell children that the best option is to avoid having sex before they are married.
And isn't opposed and favors teaching children about condoms and other contraceptions.

Now, obviously the issue isn't about how exactly to instruct children. Palin job isn't being a sex ed teacher.
Nor do I think it's the job of the governor to tell teachers how they teach sex ed or history. math, and whatever
But in broad policy terms, teachers should discourage children to have sex rather than encourage them to have sex before they are married.

But btw, I don't think this is particularly important.
Rather, I think it would a better education for children to have the capability of learning and then for them to have access to wide range of views.
