Bear in mind that it is a lot costlier to get to Jupiter or Saturn and stop there, than it is to go to Mars. It would cost you at least 2 Scout missions and likely more to enable even a limited Jupiter mission.
How much do you think it will cost to get your submarine to (and into) Europa? Believe me, for the kind of money you are talking about, the Mars Scout program presents no barrier at all. Write your congressmen, is my advice.
