Was googling something else, and it came up. Seemed related; briefly skimmed it but didn't look much farther. No clue who the author is. Hence, no clue on the reliability (as stated). But I note he cites a lot of papers at the bottom in the reference section.
Anyway, if you think it's fringe, feel free to read it or ignore it at your leisure.
