Be perceived by the population as an allie, not a brutal oppressor. Because a guerilla war is hearts and minds.

Do not kill everything in sight if you suspect a badguy is around. Do not kill 90 innocent people because some tribal warlord doesn't like them.

Be nice. Have the population working with you and not against you. Start, finish and fund projects which make life easier for them.

It's not that hard. You're getting silly again.
