He represents Delaware. Delaware has made it their strategy to attract banking and to create a state environment very favorable to banking. Congressmen from Delaware all do their best for banking.

Similarly, congressmen from Texas favor oil and gas issues (and other gulf industries and... whatever else Texas is into these days). Representatives from CA will find entertainment industry, agriculture, etc. as compelling interests. Wanna guess what Alaskans find most interesting?
