Ethnic cleansing has been completed in Baghdad, some of the walls can be removed.

They've armed the Sunnis, and are paying them to not fight. The Shia are armed, and being paid also. The political situation hasn't been resolved, and al-Maliki is only waiting upon the Americans to leave before he leaves a de facto Kurdistan and takes care of the Sunni.

Meantime, there is still a Green Zone and Amercian troops still wear body armor as they kick down doors on their way to influencing hearts and minds.

A slowdown in violence does not mean the end of an insurgency. It is better than nothing, though.
