I don't know whether it's just the doing of the Bush regime, or something deeper about the country in general, but America can't seem to focus its eyes anymore.

It doesn't surprise me in the least that the US couldn't provide much by way of meaningful leadership on this. Sure, we could pony up lots of cash, but we didn't really know what to do with it.
