Are there still 250,000 US troops and mercenaries in-country and surrounding areas? And what is the reason of that? Is there still a huge air presence in the area?

Is there still a "Green Zone"? So US troops still wonder around in body armor, travelling in heavily armed groups?

Has the "intelligensia" come back, bringing with it a capacity for education through post-grad? And a capacity for quality medical care and the other accoutrements of a healthy society?

Will it be a brand new war when the Sunni's and the Shi'ites take after each other again?

We may want to look around a bit at the armored HumVees and troops before we declare a war "won". Though Bush has done so in both Afghanistan and Iraq, years ago.
