George Bush's administration was centered around making decisions and communicating ideas to the public with the primary purpose of advancing political power not promoting the best interests of the nation. With that ideal it fits perfectly to come up with a story to discredit the outgoing administration.

My guess is there's a bit of truth to some of the things (removing the W's from the keyboards was a priceless joke if it was true) but that it was entirely overblown.
