Build 500 dog cages, acquire 500 Rottweilers.
Walk by with a stick and club. Poke the dogs and club them when they get in reach. Do that 3 to 5 times a week. Starve them sometimes, don't let them lay down or sleep for extended periods.
Do that for a few years.
You are going to have some mean dogs. Too mean to turn loose.
And you can't really blame the dogs.
Sadly, most of those people are innocent, captured like slaves and sold to the US for rewards. But after their treatment they don't like the US. Amazing.
