Reality check.
Bush was hellbent upon filling it when oil cost a lot. Congress had to tell him to stop filling it in order to increase supply and drop the price, negligible as that effect may have been.
Now that the price is lower Bush isn't filling it, even though the same excuses he had for filling it before apply.
And Bush's ties to the oil industry, going so far as to insist it need tax breaks, is well known.
All of those are facts. The conclusion is obvious.
