Perhaps a universal "debit" card based on international "markets", generously given as a tax rebate, or a seeming "tax haven" or re-adjusted mortgage debt or insurance rates? A new way to pay for goods, track your every move and have you enslaved for your own good.
Could this be the long prophesized "mark of the beast"? Look for it 2009.
