An extremely diverse country with many powerful political factions controlling various parts of the country and various political agendas. The "central authorities" have a limited ability to influence outlying areas and populations which have been autonomous forever.

It has the US on it's back to enforce the US agenda against popular elements of their culture, and now, apparently, Pakistanis with a hard on for India have raised enough hell to invite retaliation from them. Pakistan's response to that probably depends upon what India does, but both countries are still arguing over Kashmir. And both have nukes, which means more to Pakistan as India has much more conventional military strength.

The poor people of Pakistan. Armitage threatened to bomb them back to the Stone Age, India will undoubtedly do the same. And the US is killing family gatherings in the rural areas.
