Disrupting the need for more satellites

Old one still working, no need to replace them, no need for new rockets, shrinking the launcher market even more...

Or else, an international treaty could artificially limit the life of satellites and the remaining fuel could send them away from GEO, out of where they work. Or send them back to Earth, avoiding them becoming dangerous debris.
