First, I believe Bush and Cheney had decided to occupy Iraq even before the election and long before 9-11. There are a variety of sources for that. After the inauguration Feith's office was working on excuses and provocations. For example, the no-fly zone was violated by US planes in the hopes that one would get shot down. Then 9-11 came, and that was to be the excuse.

Second, the involvement of Saudi Arabia, below the level of the government, was ignored while ties with Saddam were invented. The Saudi Arabian royal family funded al-Qaeda but not the government.

Saudi Arabia successfully resisted American attempts to trace the cash used by al-Qaeda to fund 9-11. There was no trace of cash from Iraq.

Going to war with Iraq under those circumstances was a crime which should be prosecuted. The failure to pursue Saudi Arabia's responsibility should also be prosecuted.
