I believe she had "The Hotts" for Captain Picard or she liked to chase him around anyway, (maybe because she knew she couldn't catch him and wanted to remain faithful to the memory of her deceased human husband Deanna's father) and wanted Riker or somebody to marry Deanna

The book Imzadi covers what happened between Riker and Deanna Troi on Betazed.

TV and movies never explained it.
