This is overkill, but I can break it down by verbs

We the people of the United States, in order to...

1. form a more perfect union,
2. establish justice,
3. insure domestic tranquility,
4. provide for the common defense,
5. promote the general welfare, and
6. secure the blessings of liberty to ourselves and our posterity,
7. do ordain and establish this Constitution for the United States of America...."

These are called "action verbs" in recent times, for those who are job hunting and writing your resume. Points to consider include:

- most of the action verbs are more than just suggestions, for example "promote justice" was not used in place "establish justice", and "promote a more perfect union" would not seem quite as decisive as "form a more perfect union"; however,
- the original text wasn't written in this numbered format,
- the last line, the establishment of a Constitution, could be interpreted as the fulfillment of the listed ideals.
