Basically, if an organization is in any way involved in abortions - planning to administering - they were last week not able to get any federal funds. Now they can.
When it came to abortion funding, money was not apparently fungible.
Though it was when giving to faith based charities (we promise not to use THIS money on preachin) or Israel (we promise not to use THIS money on bombs) etc etc.
