von Braun initially proposed parachute recovery for the first and second stages of his meidum heavy launcher.
He had experience with this with the A 5.
I think that it is possilble that winged flyback first stages may reduce the cost per pound to orbit, as was proposed for the
Energia/Zenith, but the Falcon disposable seems to be the low cost contender at the moment. The Anagara may use this, or perhaps it will be adapted for the CZ5.
We'll see.
