I think one child for an unwed is mother is enough.
Notice I said "unwed." (Not married, then divorced)
Financial planning should also be enforced with the contributing "father" (sperm donor), if they can find him. (Jerry Springer comes to mind here.)

I don't remember the thread, or what Mary Anne said, but girls who decide they want babies for emotional reasons who have no way to support them and can barely take care of themselves need to be on mandatory birth control. How many young, unmarried women are just baby factories and go on public assistance for the money?

These kids grow up neglected, poorly fed and educated and become a liabilty by their teenage years. I'm not advocating abortion over birth control, but maybe adoption as one of their options. Would start making these young women more responsible.
