Not all debt is created equal.
Debt held by potentially hostile foreign powers is a slightly different breed of cat than debt which is owed within the country or between closely allied countries.
I do not know, I am guessing, and I imagine a reasonable amount of that debt is owed by members to other members.
That could be a factor if the total debt were calculated as the sum of the debts of the individual countries.
