I wish this was something new.
Over time, I've figured out that omnibus legislation, common with both parties, consists of a pile of special interest stuff for the benefit of legislators and their special interest groups.
The extent of "reading" such a bill is the legislator making sure his or her piece is in there. Beyond that, who cares? Everybody's going to vote for it based on mutual congressional backscratching.
Usually, you only get opposition when a legislator finds out that he's been shafted on his portion. Once in a while...a great while...somebody will oppose or favor something based on principle. Don't hold your breath waiting, though.
