I'm sure everybody trains for full scale war short of nukes...
The question is, what's going to happen when one side, or even one local commander, feels everything is going south. Especially, at a time when communications, command and control will be shrouded in fog and confusion.
That's never happened before, either. Nobody knows how it will work out, or if once it starts, it can be stopped.
